First the Feast: For a small donation enjoy "spuds & chilli" and pop or coffee! Come swap flying lie....uh.....tails with us and enjoy the company in our new clubhouse.

 

Program: This one's a double-header. First Fernando Cuglievan will discuss his building of the RV-9-A, and his learning to fly, just accomplished this year. To date Fernando has built two RV series planes, and nearly all his build time was from 4 to 6 a.m. Fernando's rivet gun has been busy while the rest of us were still sleeping and we're going to see the results.

 

Next we'll be treated to another panoramic photo tour courtesy of our own wandering McClellan's, Jim and Mary Ann, who are certainly getting the most from their RV-4. This time they tripped to Crater Lake, landing at nearby Prospect Airport with its great hiking-distance waterfalls and remarkable restored 19th Century hotel, now a B&B sporting a terrific restaurant.

 

We'll round out the evening with a trip to see Fernando's newly minted beauty!

Condominiums
The city of Kelso has issued a mitigated determination of non-significance regarding the Baysinger Condominium development on the 2200 block of River Road, Kelso WA.

EAA , among other organizations, has filed comments with the city regarding our concerns about allowing a multiple housing development to be constructed in the traffic pattern of Kelso Longview Regional Airport.

EAA Chapter 1111 will address the last bullet point in the mitigation, where it says that:
”Due to the fact that this development is under the flight pattern of incoming and outgoing aircraft at the Kelso Longview Airport, the applicant will develop CC&R’s for each housing unit, designed to protect the Kelso Longview Airport flight operation throughout the lifetime of the airport.”

It is the intent of our Chapter President, Dwight Irby, to submit a letter of concern regarding CC&R’s. If a CC&R can be later changed or eliminated by the vote of the condominium tenants, then future use and growth of this regional airport, as allowed under the current master plan and within the Federal Aviation regulations, could be compromised and result in negative economic impacts to the region.


Action Item: Jerry Sorrell will prepare a response to Kelso Community Development for Dwight’s signature

Hangar Memorandum of Understanding (MOU) Supplement:
The MOU supplement regarding the continued use of the EAA hangars by heirs or partners has not yet been fully discussed or presented in writing to the membership.
Action: Jerry proposes that the MOU supplement be sent to Terry and then forwarded on the e mail for comment. If no comments or concerns the MOU supplement stands as written.

Food Part of the Social Event Before Each Meeting
Bill Pieper and Terry Cramer are preparing the spaghetti for this month, April 5th. Unless there are volunteers, this will fall upon the board. Dwight wishes to see this social activity be part of the monthly meetings.
Action item: Jerry agreed to do this at the next meeting. NOTE: later in the membership meeting, Bob Taylor asked Jerry about being in charge providing the food. Jerry was pleased with Bob’s offer.


Finances:
After bills are paid there is approx $204 in checking, and $800 in savings.
Before bills are paid the accounts are as follows: Checking $2,421.44 Savings $2,099.46 Bills to pay = $2,217.30 and $1,300 designated to Ylivsaker Young Eagles Memorial.

Push to get all this work done and an occupancy permit ASAP. Don’t let the momentum die off. Jerry and Dwight will prepare a work “to do” list and distribute duties. Jerry and Bill Pieper to resolve roof ventilation plan with the city.

Action item: Jerry to have Chris, city building inspector; look at insulation idea between the suspended ceiling and the upper roof truss. Reason being we do not want to proceed with a lot of work and have it rejected for failure to meet code.

Dwight discussed a grand opening fund raiser such as a crab feed.

A-Group Hangar Roof Bids
Dwight Irby has had discussion with David Sypher, Kelso Public Works, about poor condition of “A-Row” hangar roof attachment screws and gaskets, and the need for preservation paint over the rust areas on the roof. Per David’s request Dwight has two roof repair bids to give to David.

Young Eagles Flights and Used of Memorial Funds
Terry and Harry have not met yet, Dwight wants to be a part of the process in ideas to bring to the chapter. Dwight would like to see if the A-7 Clubhouse grand opening be tied to this.
Action item: There will be a meeting of the three on ???

EAA Promotional Video
A few years ago, Jim Ylvisaker and Bob Taylor and others were working on the local cable TV promotional video for the chapter. Possibly only Bob Taylor would be familiar with this and bring it back to life.

Evening Program:
Jim and Mary Ann McClellan presented Adventure to Mexico part II. This was an amazing adventure with respect to weather phenomena going and coming home. If you were not there to see the slide show and hear the stories, by Jim and Mary Ann, there is no way to express this in the newsletter. The entire chapter thanks you both for a great presentation. (Jim is now working on his RV-7-A quick build in preparation for even grater adventures into South America.)

Next Meeting May 3rd, 2007 A-7 Clubhouse:

And remember, until we have legal occupancy from the city, all our meetings will be “work nights”

Financial Results of the Spaghetti Feed
The donations were $89. However the money spent by those bringing the food was close to the same. No one has asked to be reimbursed. If we are going to have the food donations help pay off our debts, we will have to make a slight increase. Expect next time the recommended donation to be around $5.00. We also have to learn how to adjust the amount of food we make so as to minimize waste, as we had much spaghetti left over.

When do we Officially Occupy Clubhouse A-7?
We are still in the building stage and have a number of items to take care of before we will be granted occupancy without restrictions. The next major dollar item will be the carpet. The Building Committee proposes that we fully finish the building and pass all the city requirements, otherwise like so many “projects” we will reach the 90% point and it will sit. Let’s show the city we can finish what we started and then take advantage of about 14 years rent credit for the investment made.


TECH REPORT FOR MAY 2007

EAA National has just issued to EAA Flight Advisors and Tech Counselor Volume 1 Number 1 of a news flyer called “Safety Wire”. Here are some useful tips from the flyer.
10 Common Problems to Look for During a Tech Counselor Visit
1. Not enough threads exposed above the elastic stop nut.
2. Elastic stop nuts used on bolts drilled for castle nuts and cotter pin.
3. Weight and balance in error
4. Landing gear and tail wheel out of alignment
5. Unapproved products used on certified aircraft.
6. Bolts pointing up instead of down. If the nut should come off, the bolt could depart via gravity and so will the pilot.
7. Improper use of staples on wood parts
8. The use of Teflon tape on fuel sytem parts.
9. Non-aircraft parts used when aircraft parts would do the best job. (I take some exception to this, as automotive parts such as quality gages, can function safely.)
10. Paperwork not in order, creating another trip for the DAR inspector and another withdraw from your pocketbook.

Here are a few more from my personal observations.
1. Edge distances below minimums where bolts or rivets are installed on various parts.
2. Finger tight nuts: (Let’s use the safety paint to signify nut is tight after bringing up to torque.)
3. Too many washerd on the nut. Use a shorter lenght bolt.
4. Engine control cables (carb heat, throttle, mixture) secured to the motor mount and not the engine. Engines move in the mounts and this motion of a remotely attached cable can upset the proper function of the engine.



QUICK DRAINS SOMETIMES WORK TOO WELL
A quick drain plug installed on the oil sump provides a way to quickly and cleanly drain the oil from the sump, since an extension hose can be temporarily attached to the end of the tube and the oil placed directly into a oil catch bucket. Some installers like to keep a short piece of extension hose on the quick drain plug, as this can act as a “handle” in pushing the tube upward into the drain position. There are some precautions to observe, especially with a nose gear set up and even more precaution if it is a retracting nose gear.

Look out that the action of a nose gear fork or retracting nose wheel does not come in contact with the drain plug or any extension hose on the plug. I recall of reading about a Mooney that ran out of oil just outside the pattern after the owner installed a quick drain and short piece of drain hose. The retracting nose-wheel pushed the tube upward to the snap-open position of the quick drain.

Subject: Draft Supplement #1 to Memorandum of Understanding
Disposition of Aircraft or Other Property in Hangars 44, 45 and A-6 in the Event of the Death or Incapacitation of the Tenant

In reviewing the use of hangars through financial donation by members, I noted that we have no provisions regarding the disposition of aircraft or other member property in the event of the death or incapacitation of a member. (Incapacitation defined as illness, disease or injury that would prohibit the member from making rational and independent decisions, where others have assumed that responsibility as permitted by law.)

Recall that we have lost two members in the past years; Jim Ylivsaker and Herb Wainwright. Had either of these members occupied a chapter hangar, how would we have handled the disposition of their aircraft? Herb’s aircraft remained in the city hangar of over a year before the heirs concluded to sell it.

I see this as both a legal and ethical issue. Would we have called for the removal of the aircraft by the heirs in 60 days or would we have met with the heirs and worked out a solution to allow continued storage, at cost, until such time that the heirs had opportunity to make other arrangements, sell, or gift the aircraft? I think we know the answer.

I propose that we allow time (up to 60 days) for heirs to become active members of the EAA national and our Chapter and allow said heirs the continued use of the hangar under the Memorandum of Understanding (MOU) originally signed by the deceased or incapacitated member but to be updated.

I will also address partnerships.
