KELSO AIRPORT MANAGEMENT UPDATE
At the Airport Board meeting on March 11, the Board gave service awards and retirement gifts to the airport manager and maintenance man, Bob and Don respectively. It is official now.

The City had investigated the possibility of the FBO serving in a managerial caretaker role of the airport, but minimum wage rate laws regarding public works contracts threw the monkey wrench in this plan.

The City will still consider a reduced role such as contracting mowing. The Airport Board wants to see the proper attention given to marketing and managing the airport and seeking available funds for future improvements. No word on relocating the AWOS which would then free up property for more hangars.

JUNE 2004 YOUNG EAGLES AND FLY IN PLANNING SESSION
We met to discuss the Young Eagles and Fly In event planned for Saturday, June 12, 2004. The use of the apron area and wash rack will be the same as 2003. Kelso Flight Service will still have aircraft tied down or in use, nearest the FBO building. Transient aircraft will be parked on the north ramp. The “dead” planes in the south ramp area will be moved by the FBO to make room for the static aircraft displays.
Kelso Flight Service will also hold an open house, but EAA 1111 and Kelso Flight Service will hold independent events due to EAA insurance restrictions.
In the event the Irby hangar is not available, we will go to “Plan B” which is to use ½ the shop hanger for Young Eagles registration and food tables.

Those of you who have leadership roles in the Young Eagles Flight and Fly In event are asked to meet at the FBO at 6 p.m. on April 1st. The Chapter meeting will follow at 7 p.m.

Karen Fenton has made her hangar available for young eagles and fly in.

FAA TEMPORARILY RETRACTS SPORT PILOT PROPOSAL
Action Allows FAA to Answer OMB Questions
March 25, 2004 - FAA Administrator Marion Blakey ordered an administrative move on Wednesday, March 24, that keeps the sport pilot/light-sport aircraft rule on track for final approval this spring. She withdrew the proposal from the Office of Management and Budget (OMB) to answer several final questions about the rulemaking package.
That maneuver saves the rule from facing a potential significant delay in its approval. By bringing the proposal back to FAA, Blakey can address OMB’s questions in the most expeditious manner and return it quickly for final approval.
March 24 marked the end of OMB’s 90-day review period. Had FAA not retracted the rule, OMB could have rejected it, severely delaying issuance of a final rule.
While expressing disappointment in the 11th-hour development, EAA President Tom Poberezny commended FAA’s decision and acknowledged it as the best way for the agency to address OMB’s questions and secure a final rule as quickly as possible.
“This is a temporary timing setback,” he said. “EAA continues to champion and support the sport pilot/light-sport aircraft rule, as evidenced by the considerable resources we’ve dedicated to developing programs and services for our members, including the introduction this week of EAA Sport Pilot & Light-Sport Aircraft magazine.” Poberezny also noted an upcoming announcement regarding a major sport pilot and instructor training program.
FAA officials confirmed to EAA that answering OMB’s questions about the proposed rule is a top priority.

March 8th City of Kelso will be having an open forum about the new airport manager. Duties and options have been posted. The FBO, Kelso Flight Service is interested in doing the function. Plus / Deltas exist. The city manager used to do it. a Long time ago the FBO also used to do it. "Perhaps there is precedent for FB0 to do the task as it would help stabilize FBO financially during the difficult winter months" --JimY. "Our interests lie in keeping airport costs down and keeping the airport open" -- LeoL.. "We should be looking to nurture growth at the FBO and keep an interest in the airport by the city" --JerryS. "It would be a good idea if the airport manager was a pilot" --JimY. A motion was made by Jerry for an official Chapter statement for the March 8th Meeting. There were no takers.

More talk of the chapter clubhouse/hangar. The AWOS interference is still an issue that is no closer to being resolved. Potential quagmire. Sam noticed a sign of a building for rent at northwest corner of the field. Jim asked about Manager Bob's old space. This needs to be discussed with CAP.

Bill Peiper will look at getting more hats. There was discussion about getting more hats made. Jim moved to get hats, Mark seconded, all aye - no nay.

I live in Svensen, Or. near Astoria at Karpen field
. We don't have an EAA chapter down hear, you guys are the closest. I am building a Bearhawk from plans, it is steel tube and fabric fuselage and has all aluminum wings. I am looking for some used tools. I need many clecos. about 300 to 500 silver (3/32), 50 Black (5/32), and about 10 or so brass (3/16), side grip clecos. I also am looking for other tools; a rivet cutter, dimpling dies, a 3X rivet gun, rivet sqeezer, bucking bars, etc. I am also looking for someone within a reasonable distance from where I live who has an 8ft. bending brake.
I have most of my wing ribs completed and have all my spar webs bent into "C" channel. I have acquired a few clecos from my neighbor who has built a Starduster too, but need many more. I already have many other tools useful in building a homebuilt; drill press, tig welder, band saw, bench sander, etc. and I built a 4ft. X 18ft. construction table that will be very useful to another builder when I am finished with it.
I am hoping that a EAA chapter will start down here so that I can get together with some local builders, buy you guys aren't that far away.
