MEETING, APRIL 8, 2004
Do You Need a Hangar?
There are five hangar vacancies on the
field. After the public works director, David Sypher, made calls
to all those on the old waiting list, there turned out to be no
waiting list. I recommended to the airport advisory committee
that the vacancies be advertised in the aviation newspaper such
as General Aviation Flyer. If you need a hangar, call David

David Sypher is Temporary Airport Manager
Until such time that the city contracts or
hires an airport manager, David Sypher will be the contact person
for the airport.
Kelso Flight Service Offers to Manage the Airport
Kelso Flight Service has submitted a
revised proposal to manage the airport, which includes the basic
operations and maintenance functions. If the owner / operators
perform the basic work tasks, they may avoid the complexity of
paying others prevailing wages for the various types of work
performed. Long range planning and funding projects would still
be a city responsibility. Major mowing will still be handled by
the city with a temporary employee. David Sypher reported that a
volunteer was ready to market the airport to businesses and the
economic development council.
What About Future Hangars?
It is my opinion that until such time that
all the existing hangars are filled and there is a new waiting
list, the city will delay any hangar construction proposals.
MEMBERS ACTIVITY
Archer Skunk Works Doing Final Assembly
In a remote corner of the airport, (the EAA hangar) the Archers
are in the final assembly process of their Murphy Elite. This is
a BIG airplane with the wings attached. Possibly we could impose
on them to show us their beauty.
Ylvisaker Maule Coming Together
In the corner of the FBO shop, Jim Ylvisakers Maule is also
in the reassembly process. As Jim said, The devil is in the
details. It just takes many, many hours to put all those
little pieces back together.
Early Morning RV-9 Shop Time
How do you build an airplane 2 hours each day and still have time
for family? Fernando Cuglievan learned how to discipline himself
to work on his project from 4 to 6 in the morning. He must save
the noisy rivet work for the weekends?

AUDIT FOR 2003 AND BYLAWS REVISION
Dick Woods has completed the audit of the records for 2003 and returned the records to Treasurer, Al Drewry. The records appear to be in order.
Dick has offered a by-law amendment so that the duties of the auditor are more clearly defined. The EAA wants us to do an audit, and Dick Woods has taken the time to provide specifics.
At our next meeting, the Chapter members shall consider the following for adoption. Per our existing bylaws, we will need an 85% agreement to this amendment.
ARTICLE 9 FISCAL
Section A. The fiscal year of the corporation shall be January 1srt through December 31st.
Section B. During the first quarter following each fiscal year, an audit will be conducted of the preceding fiscal year by a party or parties selected by the President. The audit will require that a report be submitted to the Board of Directors and will include the following:
The balance of all corporation accounts on January 1st
The income and expense for each month and the balance of all accounts on December 31st.
The banking institution responsible for Chapter checking, and savings accounts and certificates of deposit will be asked to confirmed the account balances in writing.

1) We want to concentrate on education not entertainment
2) Our primary customers are Young Eagles
How much should we advertise?
Terry talked about Young Eagles. He doesn't think advertising is
a good idea. We need to try to fly new kids as many are becoming
repeats. Is there any way to hit any new organizations for
different kids?
June 12th is the official Fly-in date.
We will not have any co-sponsors, although we may share the date with the FBO. BobT is doing the food this year. Mike will discuss organizational things about food handling. We will discuss rainout options. Eric will advertise on the web page. We need to send an email out to get other pilots from the surrounding areas. We should meet with the CAP proactively if we want to use them and be specific about what we need from them. Eric will do more of the safety hand-outs.

Things are looking good for us to usePete Dunn's and Dwight Irby's hangar
Bob Taylor is looking for help in the food trailer. JimY is iwlling to work on the outside of the food trailer as this is the first year he will not be flying Young Eagles. Another person will need to get a food handler's permit. Paul Brown will also help.
Hats will be going for $15. Bill no longer has to worry about hats as Jim brought two dozen to the chapter meeting.
Jerry volunteered us to go to Astoria to help them get their EAA chapter started.
Jerry went to Independance to visit Jim Ashford and his new RV-8.
JimY brought in some donated WWII vintage maintenance manuals. Donated by Bob Jones. Perhaps we will donate to the museum at Pierson.
Our chapter needs a flight advisor. The role was explained. Paperwork passed around. Please see Jerry if you are interested.
Jerry brought in old magazines for people to share and cycle around to other members.
The next meeting will be in May then June 12th will be here b4 we know it. We will probably have a meeting in early June to do some last minute prep work.
Bill Pieper suggests using the Fly-in at other side of airport. It will be looked at.
Bob Olson is officially retired. City is being vague about their plans for the future. The airport board meeting will be on Thursday the 8th at 3:00 pm. Jerry will attend. (notes from that meeting are in the first section of this newsletter)

of EAA chapter 393 based at Buchanan Field in Concord, CA. Tony
& I bought a home at Roche Harbor Skyways, a residence
airpark on San Juan Island, WA. We hope to retire there in a few
years but in the mean time we've made it available as a vacation

Hello,
I live in Svensen, Or. near Astoria at Karpen field. We
don't have an EAA chapter down hear, you guys are the closest. I
am building a Bearhawk from plans, it is steel tube and fabric
fuselage and has all aluminum wings. I am looking for some used
tools. I need many clecos. about 300 to 500 silver (3/32), 50
Black (5/32), and about 10 or so brass (3/16), side grip clecos.
I also am looking for other tools; a rivet cutter, dimpling dies,
a 3X rivet gun, rivet sqeezer, bucking bars, etc. I am also
looking for someone within a reasonable distance from where I
live who has an 8ft. bending brake.
I have most of my wing ribs completed and have all my spar webs
bent into "C" channel. I have acquired a few clecos
from my neighbor who has built a Starduster too, but need many
more. I already have many other tools useful in building a
homebuilt; drill press, tig welder, band saw, bench sander, etc.
and I built a 4ft. X 18ft. construction table that will be very
useful to another builder when I am finished with it.
I am hoping that a EAA chapter will start down here so that I can
get together with some local builders, buy you guys aren't that
far away.

PROPOSED FEDERAL AVIATION
REGULATION ACT
1000.A No pilot or pilots, or person or persons acting on the
direction or suggestion or supervision of the pilot or pilots may
try, or attempt to try or make or make attempt to try to
comprehend or understand any or all, in whole or in part of the
herein mentioned Federal Aviation Regulations, except as
authorized by the Administrator or an agent appointed by, or
inspected by the Administrator.
1000.B If the pilot, or group of associated pilots becomes aware of, or realizes, or detects, or discovers or finds that he, or she, or they, are or have been beginning to understand the Federal Aviation Regulations, they must immediately, within three (3) days notify, in writing, the Administrator.
1000.C Upon receipt of the above mentioned notice of impending comprehension, the Administrator will immediately rewrite the Federal Aviation Regulations in such a manner as to eliminate any further comprehension hazards.
1000.D The Administrator may, at his or her option, require the offending pilot, or pilots, to attend remedial instruction in Federal Aviation Regulations until such time that the pilot is too confused to be capable of understanding anything.
