Thieves That Rob the Engine of Power
It appears that some General Aviation pilots are not really aware
of the number of detrimental influences on their aircraft engines
which can be identified as thieves of engine power, and how they
can create an unsafe flight condition. As an example, in most
instances the moderate engine power loss that occurs from
attempting a takeoff at sea level where an absentminded pilot has
left the carburetor heat in full hot position from the previous
landing, may cause a scare, but not necessarily an accident. But
move the situation to a 5000 feet or higher (density altitude)
small airport, again forget there is full carburetor heat, add a
rich carburetor condition, and the sum total of these combined
power thieves add up to a takeoff or go-around accident.
Similarly, a review of accidents over the years tends to prove in
the majority of cases that it has rarely been one factor
responsible for a crash, but rather one small item, added to
another small factor, added to a third; all of these small items
finally add up to a total beyond the ability of the pilot to
cope. This is how accidents tend to happen. So lets identify
several of these power thieves in an effort to make flight as
safe as we can.
PREVENT POWER LOSS ON TAKEOFF WITH DIRECT DRIVE ENGINES IN
COLD WEATHER
In cool or cold weather, pilots should take extra care prior to
attempting to takeoff with a cold engine and cold oil, and
thereby prevent a temporary power loss during a critical part of
the takeoff. Cold or heavy oil can and quite often does affect
normal operation of the hydraulic lifters. Remember that aviation
lubricants are heavier when cold than the commonly used
automotive engine oils and require a little more time in warm-up
to obtain normal flow in order to function properly throughout
the air cooled aircraft engine.
To prevent possible power loss, a proper warm-up should be
conducted. The engine is usually warm enough for pre-flight
ground check in above freezing temperatures after 2 to 3 minutes
running at 1000 to 1200 RPM. Below freezing temperatures, the
warm-up period should be longer. With turbocharged powerplants,
cold oil and cold engines require a longer warm-up period to
assure proper controller operation and to prevent manifold
pressure overboost.
After the above recommended warm-up period in cool or cold
weather, including magneto and runup check, if the oil pressure
is consistently over maximum red line, have a knowledgeable
mechanic adjust oil pressure so that it does not exceed red line
at takeoff or climb powers, and yet it is within the recommended
green arc area at cruise. Cold weather tends to require a longer
warm-up period.
Another cause of the power loss under these temperature and
flight conditions has been the use of a heavier weight viscosity
of oil than recommended for the ambient temperature flight
condition. A heavier weight oil than recommended in cool or cold
weather will tend to prevent the normal operation of the
hydraulic lifters and thereby cause a loss of power.
Thus, to prevent power loss on takeoff with direct drive engines,
select the proper weight oil for your engine for cold weather
operation Make a careful run-up prior to takeoff with cold oil
and a cold engine and observe engine instruments. Extend your
warm-up period in cold weather until oil pressure is within
recommended limits, or consult a mechanic concerning a compromise
adjustment. If in doubt about power output, a brief smooth full
throttle check is recommended.

The Financial Report is from Al Drewry who is filling in for Fernando who has an extended work schedule.

Budget:
Charlie prepared a budget worksheet. We made further revisions to include the web site subscription. The budget also has recommendations to take to the membership. These will be stated later in the meeting.
We discussed record keeping and Charlie wants it as simple as possible. There was discussion of a separate account for the building fund, but we foresee being able to handle it with internal accounting, so we dont end up with too many bank accounts.
PowerPoint Projector
We will take the matter to the membership and by ballot, get a count of how many raffle tickets the group could offer to sell. Jim Ylivsaker told us of the legal issues the Kiwanis have to go through to do a raffle. Be aware of the gambling regulations.
Hangar MOU
We discussed the hangar use Memorandum of Understanding. ( MOU) This will provide a means of documenting hangar use and terms of hangar use.

Budget: Charlie distributed the proposed budget, with the addition of the web site expense, for review. The proposed budge was adopted. We also adopted the recommended practices for distribution and reporting of chapter monies.

Jim McClellan asked for clarification of the use of the building fund. Jim Ylvisaker gave a brief history on the development of the fund and the goal to have a clubhouse. Motion made by Jim Ylivsaker and Second by Phil Phillips to adopt the base amount of the above funds such that the general fund account has an amount of $368.90 and all other funds are for the building. No discussion. Unanimously accepted.

SUMMARY: The EAA Chapter #1111 leases a hanger with the City of Kelso. The chapter allows different people to use the hangar. The people who are authorized by the Chapter Executive board to occupy the hangar, are allowed to make donations to the chapter for the use of the hanger.
HISTORY: The Chapter members have a stated interest in seeing the chapter hangar be made available for members who are finishing their projects and need a place to get the project completed to flying condition. The chapter has a second interest to allow other members to use the hangar(s). The members agree that the primary use of the hangar should be to store aircraft, or the ongoing assembly of an aircraft project, and not to store non aviation related items.
MOU (Memorandum of Understanding):
In order to accommodate the interests of the chapter and meeting the goals as stated above, the chapter shall sign the following MOU with members who wish to store their planes or projects in the chapter hangar(s).
The Chapter will allow (name) _______________________ to use the chapter hangar beginning (date) _______________. The Chapter, as represented by the Chapter President or his designee, may serve notice, in writing, to the person authorized to occupy the hangar, that he/she has 60 days to vacate the hangar, in order to accommodate the above stated goals. A person who occupies the hangar will not be asked to vacate unless another hangar on the field is available for rent.

Mark Edwards, current occupant, is OK with the agreement. Sam and Sandy Archer have the north side. The MOU generated various opinions and concerns. We discussed how others may use the hangar and how ultimately, the EAA members may need to apply for the Kelso city hangars and make room for other planes to be assembled. Some may choose to go directly to a city hangar and not seek the EAA hangar. There was a concern over the President having too much authority to ask a person to vacate. However, there would have to be a city hangar available to move to, and not put a plane outside.
Motion made by Warren Snook and second by Roble Anderson to adopt the MOU. Hand show vote showed 9 votes for and 6 opposed.
Building Committee
Jim Ylvisaker reported on the possibility of leasing Hangar A-7 and the adjoining Windsock café which has been used as a kitchen for a food delivery service. The long term concept is to lease both the hangar and the cafe. The café could be remodeled into a chapter meeting place, and this seems like one of the more affordable, possible options for us. Jim reports the current lease amount is $200 for the café and $203 for the hangar. There is an upstairs with additional space. The group discussed a buy out of the existing café tenant, what appliances are to remain, what is on the agreement now between the City and the tenant.
Motion by Phil Phillips and second by Jim McClellan that the building committee be able to negotiate up to $2,500 incentive buy out of the lease and membership have the opportunity to walk through the facility. Majority approved this.
Projector:
We have previously discussed a raffle of a projector, such that the raffle tickers sold would buy the raffled projector and provide cash to buy one for the chapter. To get a sensed of chapter participation, a ballot was distributed to the membership.
Sixteen ballots were returned to the secretary, with committed sales of 46 tickets.
Program:
Our program was presented by Dennis Wise of the Oregon Air National Guard. An over view of the Guard was given, along with a slide show of the military airspace and shared airspace where Guard F-15s and tanker aircraft may be flying. The was an excellent educational presentation. Mr. Wise has also offered that we tour the Portland Air base facility some time in the future. Paul Brown will schedule this for a future field trip.
