Minutes of the Executive Board and Chapter Meeting, June 2, 2005

 

Executive Board Meeting @ 6 PM Kelso Airport FBO

 

Old Business:

1)      Sail Plane – We received one bid from Eric Hoppe for $155.00  Congratulations to Eric.  Please contact Jerry Sorrell to make arrangements to pick up the project from his hangar.

2)      Picnic for the Summer.  A motion was made by Dwight and it was seconded my (Mark Edwards?) to hold the picnic on Saturday September 13th.  The motion carried.  It was felt that there were already too many activities going on during the months of July and August and the members felt moving it later in the summer would work better for most people.

3)      B-17 and P-51 flight in to Chehalis.  Sandi and I went to Chehalis only to find out the B-17th had landing gear problems and was grounded in Seattle until the problem was fixed.

 

New Business:

1)      Donation of Intercom  Pilot PA-400 -3BL.  There was discussion on whether to hold an auction or a written bid for this intercom that Karen Fenton donated to the club.  The decicion was to ask anyone who is interested in the unit to submit a bid in writing to the E-Board by the end of the meeting July 7th.

2)      Jerry wants show of Hands to help on Saturday July 9th.  Dwight said he could help and Steve Steinhoff and Jim Ylvisaker were a possibility too.  We had previously decided to suppor this effort on an individual basis and not as a Chapter due to date conflicting with the EAA fly-in at Arlington the same weekend.


Treasurer Report:

As of May 6th we had $790 in checking and $17,739.96 in Savings.   Al “Mack” Drewery is continuing to help out as he can while Fernando is tied up with extra duties at his employment.

 

Committee Reports:

1)      Membership Al Drewery provided a list of paid up members to date.  I will be getting it to Bob Taylor to post on our website.

2)      Building Committee – No new information.  We are in a holding pattern right now.

3)      Airport Board – Dwight reported no new infor related to our chapter.

4)      Fly-out - Jim Y and Jim.  There was discussion about the number of trips planned for this summer.  So far they are:

-          Yellow Pine Idaho – “Contact” Jim McClellan

-          Oshkosh – “Contact” Dwight Irby

-          Reno Air races – Dwight Irby

* Please come to the meeting to hear more about these trips!

 

Good of the Order:

Steve Steinhoff gave an excellent presentation on their trip in their RV-7’s to Alaska. 

 

WARBIRDS AMD MILITARY VEHICLES COMING TO KELSO 

 

The warbirds and military vehicle display for July 8, 9, 10th is going to happen. For those of us who will not be at Arlington, Young Eagle flyers are needed for Saturday. This will be on an individual basis, as we are not sponsoring or co-sponsoring the fly in. Potential YE pilots are: Dwight Irby, Steve Stienhoff, Jim Ylvisaker, and Jerry Sorrell. Since the ramp and transient areas are likely to be filled with aircraft, the YE group will station their planes on the northwest corner, near the EAA hangar. We will have to sort out how to meet the YE passengers. That will depend on the room left on the ramp and operations safety.

"Vintage military aircraft and vehicles to visit Kelso airport"

To help celebrate the 60th anniversary of the ending of World War Two, Cascade
Warbirds will team up with the Puget Sound Military Vehicle Collector's Club to
bring some very impressive vintage military aircraft and vehicles to the
Kelso-Longview area.  The event will include static displays of both aircraft and
vehicles, flight demonstrations, a military style encampment , a military vehicle
convoy from the airport to the Three Rivers Shopping Mall and the opportunity to
talk with aircraft and vehicle owners to learn more about their history.  Some
visitors may also have the opportunity to experience flights in vintage aircraft.

This is your chance to see, hear and smell some of the equipment that has served our
nation for many years.  A number of veterans will be present to talk about personal
experiences they had during wartime.

EXPERIMENTAL/HOMEBUILT PILOTS REQUIRED TO HAVE CATEGORY AND CLASS RATING TO CARRY PASSENGERS

 

  May 9, 2005 - On April 21, 2005, FAA Flight Standards reinforced a regulatory requirement for passenger carrying experimental/amateur-built aircraft pilots to have category and class ratings for the aircraft they intend to fly. The new Notice, N 8700.42, also provides a "grandfather" clause allowing current pilots who do not possess the required ratings a limited window of opportunity (through August 31, 2005) to obtain them. It is important to note that this affects only those pilots who wish to carry passengers in an experimental aircraft for which they do not hold the appropriate category and class rating. Pilots who do not carry passengers in their experimental aircraft, and pilots who already hold the category/class rating appropriate to the aircraft they are flying are not affected.

Here’s the procedure:

1. The airman must complete an FAA Form 8710-1.

2. The airman must currently hold a Recreational Pilot certificate or higher.

3. The airman must have at least five hours as pilot in command flight time in the category, class, make, and model of experimental aircraft between September 1, 2004 and August 31, 2005.

4. An authorized flight instructor must provide a logbook endorsement that the applicant is proficient to act as PIC of that category, class, make, and model of experimental aircraft.

5. The airman must make an appointment with a DPE or an FAA Operations Inspector (ASI), who will verify that 1-4 are completed correctly, then issue the new certificate. No DPE or ASI flight evaluation is required.

6. The new pilot certificate will be issued with the following restriction placed on it: “Authorized Experimental Aircraft: (category) and (class), (make) and (model).”

Examples:

a. Pilots who hold a private pilot SEL airplane category and class rating certificate, and fly a SEL experimental aircraft, no action is required.

b. Pilots who hold a private pilot SEL airplane category and class rating certificate, and fly a multi-engine experimental aircraft (MEL), will need to comply with the new requirements.

c. Pilots who hold a private pilot SEL airplane category and class rating certificate, and who fly an experimental single-engine sea plane, will need to comply with the new requirements.

d. Pilots who hold a private pilot Glider category and class rating certificate, and who fly an experimental single-engine helicopter, will need to comply with the new requirements.

Designated Airworthiness Representatives (DARs) or FAA Inspectors (ASIs) will continue issuing operating limitations without this new requirement, until the FAA issues the revision based on notice N 8700.42. However, at the time the operating limitations are issued, DARs/ASIs will brief the builder/owner of the new requirement.

This new requirement does not do away with requirement for the pilot to meet FAR 61.31(e), (f), (g), (h), (i), or (j).

 

 

PRIZE OFFERED FOR HUMAN-POWERED HELICOPTER FLIGHT


Human-powered helicopter flight could be the next aviation milestone to
go down in the history books. The American Helicopter Society (AHS)
Igor I. Sikorsky Human-Powered Helicopter Flight Competition is offering
$20,000 to the first entrant to successfully hover for one minute and
reach an altitude of three meters in a human-powered helicopter. The
competition is open to individuals and groups around the world. The
helicopter must be heavier than air, have a rotary wing configuration,
and be capable of vertical takeoff and landing. Applicants cannot use
lighter-than-air gasses, devices to store energy for takeoff or landing,
or drugs or stimulants. For contest rules, see the AHS Web site
